Role

The Handover Manager – Structures & Earthworks Delivery Unit (SEDU) is responsible for leading the end‑to‑end assurance completion, transition and handover of HS2 assets to the Client and third parties. The role ensures that all contractual, technical and assurance requirements are defined early, embedded into delivery, progressively assured and successfully completed in line with the Clause 32 programme and SCS Plan for Completion.

 

This is a hands‑on leadership role, acting as a focal point between Delivery, Quality, Technical Assurance, Planning, BIM, Document Control.

 

It will require leading engagement with the Client (HS2) and third‑party stakeholders, including Local Authorities, to support external handovers and transitions Railways Systems. 

It will promote handover as a delivery outcome, not an end‑of‑project activity and support continuous improvement of processes and ways of working.

Role Responsibility

  • Own and manage SEDU construction certification and assurance logic in CL32 Programme. Work with the planning team to ensure assurance related updates and adjustments are captured on a monthly basis.
  • Identify area transfer and asset handover contract milestones and ensure that required transfer readiness review meetings and PC transfer certificates are planned and scheduled to meet required handover milestones, ensuring readiness, data transfer and formal acceptance.
  • Liaise with other handover managers and area delivery teams to ensure that the area team understands SCS Plan for Completion requirements.
  • Liaise and interface with SCS & HS2 Technical Assurance, Quality, Interface, BIM, Undertakings and Assurances, Delivery and other relevant teams to ensure that all transition, completion and handover requirements are identified, along with specific completion templates and methods for tracking and monitoring progress.   
  • Manage and liaise as required, to establish third party specific handover requirements for Civil Engineering works and ensure that requirements are identified in advanced, agreed with stakeholders & client, informed to area teams.
  • Ensure all deliverables are planned, produced, reviewed, accepted, and transferred in accordance with project requirements.
  • Actively manage key document reviews within the project document management systems to ensure review integrity and timeliness of acceptance by SCS and HS2. 
  • Review completion and handover related deliverables as necessary and provide comments to area teams
  • Manage resolution of acceptance and / or update as appropriate, of key documentation through liaison with HS2 NEC Supervisor and Engineering teams, together with SCS delivery and technical teams.
  • Provide assurance confidence to stakeholders through structured meetings and reporting.
  • Lead activity readiness review meetings for deliverables and certification to meet Key Dates, Transitions, and Handover etc. with SCS, HS2 and external stakeholders teams.
  • Manage reporting on deliverables health, status and trends through trackers, digital dashboards, open action logs and other visual management tools. Report against Key performance Indicators, Annual Incentivised Milestones, Key Dates and assurance deadlines etc. Improve and develop new reporting methodologies as appropriate.
  • Manage production of Construction Certificates, Redline Drawings, Principal Contractor transfers, final snag lists, Defects / Consolidated Outstanding Works Lists etc.. 
  • Oversee production of statutory handover deliverables (Health & Safety Files, Operations and Maintenance Manuals etc.) ensuring they are planned, produced, reviewed and transferred appropriately.
  • Manage the review, cleansing and purging of document metadata and unused documents to improve data integrity and reporting, liaising with the project information team and deliverable providers as appropriate. 
  • Raise the profile of completion and handover as a real project goal through presentations to the project team and other communication.  Update the team on progress from development of a handover system through progressive assurance to final project handover.
  • Lead, manage and / or support initiatives to continuously improve approach to deliverable generation, assurance and handover. Drive change and improvement and build consistency. 

The Ideal Candidate

    • Experience of handover management including practical handover and completion experience of handover of large rail or highways section project.
    • Demonstrable experience managing end-to-end handover processes, including asset transfer and client acceptance.
    • Ability to interrogate programme logic and assurance data.
    • Experience in management of own team and liaising with construction teams, client and third parties for progress update and reporting
    • Confident working with digital assurance systems and dashboards. Advanced excel, data analysis skills, preferably experience of preparing own dashboards in Power Bi
    • CQI MCQI or equivalent membership in quality or handover related sector
    • Relevant CSCS Card

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
