Engagement Officer
Job Introduction
We have 4no. vacancies for Engagement Officers to join our Consents & Engagement Team here at SCS JV, supporting the Euston delivery team.
About the role:
There are three local Consents and Engagement Delivery Units (DUs) each with its own Consents and Engagement delivery team. They work collaboratively with other teams and the SCS-wide Consents and Engagement function which provides support through project-wide processes, procedures and information sharing.
The Engagement Officer role is based in one of the local DU teams and reports into an Engagement Manager. The Engagement Officer supports the project’s engagement and communications strategy, assisting in developing and executing plans for engaging stakeholders including residents, council officers, schools, community groups and key engagement forums to deliver the works.
As part of the Consents & Engagement team the Engagement Officer will:
- be a considerate neighbour in the community by helping the delivery team understand and plan for the community impacts of work, supporting reputation management of the project, the organisation and the Client.
- manage and respond to complaints and enquiries within stipulated time frames
- ensure the client, stakeholder groups and the local community have advance notice of SCS works and engagement in accordance with the HS2 Act and best practice
- support the delivery team to plan and deliver the works on time, with client, stakeholder and community awareness and in accordance with approved consents and project commitments.
The post will require an organised and resilient individual with well-developed communication skills who is comfortable dealing with conflict and complex content. Engagement includes face-to-face and virtual meetings, workshops, presentations, door-knocking, letterbox drops, written communications, events and phone calls.

Role Responsibility
- Assist with the planning of public engagement events and activities both in person and virtual, contributing to the preparation and facilitation of workshops, briefings, presentations and attending forums
- Produce written communications materials to a high standard and tight deadlines in line with the project programme
- Communicate confidently with internal and external stakeholders in various forums, formats, and channels.
- Develop relationships with the community and key stakeholders.
- Respond to complaints and enquiries within agreed Service Level Agreement timescales to a high standard.
- Assist with the delivery of the project’s Community Investment and Legacy programme.
- Work collaboratively with the Skills Education and Employment team and the Community and Social Investment Manager and Enabling Functions team as required.
- Maintain up to date record of engagement activities and/or consents using specified data management system.
- Support the Project’s compliance with the Undertakings and Assurances
- Work collaboratively with the delivery units and supply chain to minimise effects 0n stakeholders and communities, identifying potentially sensitive situations, reporting them appropriately within the project and client’s teams.
Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.
The Ideal Candidate
Essential
- A credible communicator and relationship manager
- Experience in dealing with challenging situations and a variety of stakeholders using excellent interpersonal skills
- Ability to write to a high standard with attention to detail, pulling critical information from available data.
- Proven ability to work under pressure and to tight deadlines both independently and as part of a cross-functional team.
- Technologically competent in MS Word, Excel, PowerPoint and Customer Relationship Management (CRM) systems
Desirable
- Experience of the construction/infrastructure industry
- Credible communicator / presenter with groups of people
- Familiarity with Freedom of Information, GDPR and Data Protection requirements

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
