Utilities Handover Manager

Job Introduction

The Utilities Handover Manager, reporting to the Utilities Director, is responsible for ensuring that all handover requirements for Utility works are defined, agreed, progressively monitored and delivered to the client and other stakeholders in line with programme and contract requirements.

Role Responsibility

  • Liaison with Utility area teams, Enabling Function team and client teams to clarify, define, agree and develop discipline specific handover and completion requirements, templates, timescale and progress dashboards.
  • Actively lead Utilities teams in all matters relating to handover and define clearly to them what is required and when, while providing detail of precisely what is required in terms of documentation, the types of document and exactly what the content should entail. This needs to be taken to the point where anyone new to the project can understand the requirements.
  • Liaise with other handover managers and area construction teams to ensure that area team understand SCS Plan for Completion requirements; progressively manage and report on status of snag, outstanding works, H&S files, O&M manuals, redline drawings, Asset information, BIM deliverables.
  • Review completion and handover related deliverables as necessary and provide comments to area teams
  • Establish third party specific handover requirements for Utility works and ensure that requirements are identified in advanced, agreed with stakeholders & client, informed to area teams, monitored progressively and submitted for completion and handover.
  •  Liaise and interface with SCS & client’s Technical assurance, Quality, Interface, BIM, U&A, Asset and other relevant teams to ensure that all completion, handover requirements are identified, progressively managed and completed for handover/completion. Any detail missing from other stakeholders must be produced by the Utilities Handover Manager, working with the Utilities EF team including the Design, Quality and Construction leads.
  • Identify area transfer and asset handover contract milestones and ensure that required transfer readiness review meetings and PC transfer certificates are planned and scheduled to meet required handover milestones.
  • Raise awareness – raise the profile of completion and handover as a real project goal through presentations to the project team and other communication.  Update the team on progress from development of a handover system through progressive assurance to final project handover.

The Ideal Candidate

  • Experience of handover management including practical Utility handover, As-builts, records and technical interface requirements
  • Strong Utility background with experience of SU requirements
  • Excellent written and verbal communication skills
  • Experience in management of own team and liaising with construction teams, client and third parties for progress update and reporting
  • Advanced excel, data analysis skills, preferably experience of preparing own dashboards in power-bI
  • Relevant CSCS Card

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
