As the largest infrastructure construction project in Europe, including both surface and sub-surface construction, HS2 has significant challenges around minimising utility strikes.  Skanska Costain Strabag Joint Venture (SCS JV) is responsible for delivering the final 26.4km of HS2 to its southern terminus in Euston, some of the most built-up sections of the whole route, containing infrastructure from some 20 different utility providers.

SCS JV has developed an innovative Smart Permit to Dig application to ensure an appropriate permit is issued before any excavation work is initiated.  This permitting solution confirms that site staff have been provided access to a comprehensive and up to date set of utility records for the excavation area.

SCS JV has built our smart permit system upon our existing ArcGIS Online infrastructure.

•The GIS Data Specialist will be responsible for developing, maintaining and improving a Master Utilities GIS Database on the HS2 Main Works (S1 and S2) project and using GIS as a Business Intelligence tool.

•Manage, develop and deliver bespoke mobile solutions utilising GIS systems for efficient working practices across our sites.

•The role involves database reconciliation; sorting, tidying and organising of utilities asset data. The ideal candidate would continuously strive to improve the database, proactively searching for new information that can be integrated into the data. Where errors are discovered – investigating and fixing the problem.

•This role will provide opportunities for the successful candidate to gain a working knowledge in a range of Geographic Information Systems (predominantly the ArcGIS suite and FME). It will require the successful candidate to use FME to develop and maintain applications for use by the wider project, to facilitate automation in specific tasks. Lastly, the successful candidate will have exposure in the latest technologies in the geospatial world being implemented in such a project (Mobile solutions, IoT, 3D/4D in GIS).

Role Responsibility

  • Design and develop automated workflows using FME/Python/ModelBuilder to process data. This also includes FME workflows for the purpose of maintaining and updating the Utilities GIS database to feed the “Smart Permit to Dig” System.
  • Develop and maintain the Smart Permit 2 Dig application (A business critical system- built upon ESRI Survey123).
  • Train relevant personnel on using GIS apps such as Smart Permit 2 Dig.
  • Working closely with colleagues within the Utilities Team.
  • Act as a point of contact for all GIS queries with utility owners, other 3rd parties, contractors, and surveying companies.
  • Experience using mobile solutions such as Survey123, FieldMaps or Collector is desirable.
  • Prioritisation of work (some utilities assets will be of more importance than others). Priorities may change as the project progresses.
  • Be continuously motivated to investigate when errors/problems are identified within the utilities database.
  • Identifying and implementing the most appropriate and efficient geospatial workflows and processes.
  • Manage data correctly and efficiently.
  • Provide Ad Hoc assistance to colleagues (map production etc.)
  • Metadata creation and management

The Ideal Candidate

  • Bachelor’s Degree or master’s degree in GIS, Geography or Surveying
  • Extensive experience of Esri's ArcGIS products: ArcGIS Enterprise, ArcGIS Online and ArcGIS Pro
  • Experience in geospatial data reconciliation & ETL automation (e.g. FME)
  • Experience using Mobile Solutions such as Survey123 or Collector
  • Good understanding of CDEs and GIS-BIM integration processes.
  • Experience in working with, editing, and loading to databases would be advantageous, although not essential.
  • Experience with programming languages & spatial databases (e.g., Python, Javascript), would be advantageous.
  • The HS2 project uses a bespoke coordinate system: HS2 Survey Grid (Description of HS2 Survey Grid), therefore a thorough understanding of projections and transformations is absolutely essential
  • Fluent in the use of standard Microsoft Office applications (Word, PowerPoint, Excel, etc.), email/internet, other IT applications.
  • Excellent communication and relationship building skills are required for this role

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
