Technical Services Director

Job Introduction

The purpose of this role is to own the development of the strategy, to deliver overall programme technical performance. The technical services need to ensure that they support the operations to deliver safely, efficiently, to budget, on time and to the requirements of the HS2 Act and contract works information

 

The role also forms part of the Programme Integration Team and will be responsible for the successful delivery of the overall programme and success of the Skanska Costain Strabag JV as a whole.

 

This will be achieved through the successful leadership of the technical disciplines:

  • Design; temporary works/BIM engineering
  • Quality and Assurance and Control
  • Surveying/Instrumentation and Monitoring and Asset Management;
  • Technology and digitisation of the technical functions
  • Consents and Stakeholders and U+A’s (hybrid bill requirements)
  • Environmental compliance
  • Sustainably including carbon reduction

Role Responsibility

The technical services team will ensure the successful delivery of operations safely, efficiently, on time and to the requirements of the HS2 Act and contract works information.

  • Providing technical governance to ensure compliance to the Undertakings and Assurance in the HS2 Act.
  • Ensuring compliance with Technical, Environmental, Consents and Stakeholder Management Works Information.
  • Delivery of all design and technical requirements safely, efficiently, to budget and on time in conjunction with the area teams, HS2, and internal and external stakeholders.
  • Ensure quality and assurance throughout the design and delivery processes, embedding self-assurance mindset and behaviours and ownership of the handover process.
  • Support the affordability challenge
  • Drive effective processes, and adherence to them, to ensure efficiency and consistency.
  • Ensure the sharing and adoption of best practice across the programme
  • Deliver the positive legacy both for the Joint Venture and HS2
  • Ensure that the requirements under CDM are delivered.

The Technical Services Director will:

  • Demonstrate, through visible leadership, the expected Skanska Costain Strabag JV Culture, Values and Behaviours.
  • Act at a programme level, ensuring best-for-programme behaviours, approaches and decision making.
  • Develop an effective team through leadership and culture, structure, recruitment assessment and development of the team and its members.
  • Ensure that the technical services team deliver in line with their responsibilities.
  • Develop the strategy and provided a forward-looking approach both in the technical disciplines and the overall programme.
  • Manage, engage, and influence stakeholders both internal and external to the programme.
  • Act as integrator across the technical and operational functions
  • Providing a focus on delivering a positive legacy.

The Ideal Candidate

  • Strong track record of leading cross functional teams within large and complex project environments both from internal and external organisations
  • Current knowledge of the CDM and applicable Health and Safety standards and the adoption of best practice in delivery of these types of works
  • Previous experience in delivering work within set timeframes and in accordance with a defined project strategy and allocated budget.
  • Understanding of the technical aspects of change and the mechanisms to record and communicate the impact of change within the technical teams and the entire organisation
  • A proven advocate for innovation and technology driven by a desire to promote continuous improvement and operational excellence.
  • An ability to define expectations, establish measurement of performance and hold individuals and teams to account for their outcomes and celebrate their achievements.
  • Demonstrable ability to create and lead inclusive teams drawn from diverse backgrounds

About the Company

The role will work on the HS2 project. HS2 is the UK’s new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK’s 10 biggest cities with fast, reliable and frequent high speed services

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels). The combined value of the contracts is around £1.8billion with the works due for completion in 2025.  Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.

Develop a culture of safety on the project through the absolute commitment to the Zero Accidents target and ethos, and develops a wider awareness of quality, environmental issues and demonstrates commitment to achieve continual improvement and Zero tolerance.
