Job Introduction

The primary purpose of this role is to provide leadership of Engineering and Design for SCS in the DU. The Technical Lead is a key member of the DU Senior Leadership Team and as such supports the overall cross-functional leadership of the DU.

The Technical Lead is responsible for leading and managing the DU-wide aspects of Engineering and Design. This includes, providing and maintaining the framework of processes and governance in Engineering and Design, ensuring that the DU acts and delivers in accordance with the requirements of the contract, the Works Information and parent company obligations. Most importantly acting as the Principal Lead Designer representative in the Delivery Unit, ensuring due process is followed and championing technical compliance over programme or cost.

Role Responsibility

  • Lead all Technical disciplines as defined above to ensure world class technical outcomes are achieved.
  • Set objectives, review performance and participate in recruitment/promotion decisions to build a technical team with necessary skills and understanding to deliver key objectives.
  • Driving and influencing innovation and the management of technical risk
  • Undertake the role of ‘Lead Designer Representative’ for SCS in the DU. Ensure SCS responsibilities for Lead Designer are carried out efficiently and effectively.
  • Accountable for creation of an effective collaborative culture in technical disciplines across the DU, the other Delivery Units and the Technical Services Enabling Function, and for promoting the same culture with other Contractors, 3rd Party Stakeholders and across HS2
  • Work with Technical Services Enabling Function and the other Delivery Unit technical teams to drive a common approach and consistent technical processes that meet SCS and HS2 requirements (“Same everywhere”)
  • Ensure that H&SW including CDM requirements are met during the design process and 'Safe by Design’ best practice is adopted, fully supporting HS2’s role as Principal Designer
  • Responsibility for ensuring the Health, Safety and Wellbeing for their teams and of those who may be affected in the day-to-day delivery of this role and for acting as an ambassador for our Equality, Diversity and Inclusion policy and objectives.
  • Establishing strong working relationships internally across all disciplines and externally across all technical teams/individuals for the mutual success of the Programme.
  • Support with selection and accreditation of the ‘Appointed People’ (e.g. TWC, Lifting, Electrical etc.)
  • Work as part of the DU Team to deliver the design to budget and ensure that the designs are constructable within the agreed incentive target.
  • Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.
  • Manage and lead the regular reporting of high-quality management information for the Technical Services EF
  • Represent the DU Technical function at meetings with SCS, other MWCC contractors and HS2 Engineering.

The Ideal Candidate

Essential:

  • Knowledge of the applicable Technical and Health and Safety standards and the adoption of best practice in delivery of tunnelling, shafts and associated works
  • Proven track record of delivering Technical Services on large and complex infrastructure Projects.
  • Experience of forming and leading high performing teams and operating at senior level in organisations.
  • Experience of delivering technical solutions in a multi-disciplinary/complex project environment involving multiple stakeholders
  • Understanding of the technical aspects of change and the mechanisms to record and communicate the impact of change within the technical teams and across the Project.
  • Credible in building relationships with all levels of internal and external stakeholders and leading through influence.
  • Demonstrable ability to work under pressure and to tight deadlines.
  • Strong communication and leadership skills – leadership team level
  • University Degree in Civil Engineering
  • Experience of operations within an incredibly challenging stakeholder and regulatory environment
  • Experience of providing technical support to and leadership of major TBM and complex SCL tunnelling works
  • Experience of delivering Technical Assurance and Handover across the full project lifecycle

Desirable:

  • Chartered Member or Fellow of an appropriate professional institution or similar professional qualification
  • Experience of large complex railway projects
  • Successful delivery within a matrix management and/or programme management framework

About the Company

The role will work on the HS2 project. HS2 is the UK’s new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK’s 10 biggest cities with fast, reliable and frequent high speed services

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
