Senior Planning Engineer - Design
Job Introduction
Reporting to the Head of Planning and working collaboratively with the SCS Design Teams and Discipline Leads, this role supports the planning, coordination, and management of multidisciplinary design activities across the SCS (Skanska–Costain–STRABAG) HS2 Main Works Programme. The position ensures that all design deliverables are accurately programmed with correct logic, fully aligned with assurance requirements, construction sequencing, and integrated effectively with procurement, consents, and overall delivery strategies. The role is also expected to actively contribute to the development of design delivery strategies from a planning perspective, ensuring that access dates are achieved and supporting the successful delivery of all key milestones and required access dates.

Role Responsibility
- Development of the design programme structure, Work Breakdown Structure (WBS), coding, calendars and dates to be used by SCS, aligned with the Cost Break Down Structure (CBS) and Employer`s data dictionary.
- Ensuring the programme reflects all required access dates, milestones and key dates in compliance with the Employer’s Planning requirements, contract data and works information.
- Contribute to assessment of programme risks and programme risk analysis, including development and implementation of mitigation measures.
- Interfacing with and provide planning data for other functional teams and stakeholders including, but not limited to: BIM, design, consents, estimation and construction.
- Working with the change and mitigation team to assess & integrate options
- Progress monitoring and regular updating of the programme, including forecasting of potential problem areas and proposing mitigation measures to the Design Leads.
- Collaborate with the Design Managers, Project Controls Manager, Reporting Manager and Change Management in all related design programme matters.
- Liaise with the client’s technical teams, Design Management teams, construction planning team, stakeholders and with other works packages to communicate the SCS design Planning approach and to ensure sharing of best practice, innovation and continuous improvement.
- Pursuing excellence and continuous improvement of the SCS design planning approach, modification of standard processes and procedures for effective and continuous improvement.
- Assessment of design change and PMI’s and communication of impacts as required
- Management of design supply chain programmes including appraisal, review and assessment of programmes and interface with areas for inclusion in the main programme.
- Maintain short and medium term design programmes to ensure main programme objectives are met.
- Manage/liaise with the other planning resources on the project,
- Coordinate with the Construction Planners, and provide direction to the design consultants’ planners
- Attend design team meetings and provide the feedback on the assets’ performance
The Ideal Candidate
- Degree in civil engineering or an appropriate professional qualification
- Good written & verbal communication
- Prior experience in planning function in civil engineering projects ideal in cut and cover tunnels / bridges / heavy earthworks
- Planning experience within a design environment (preferably contractor or design consultant and in railways industry).
- Knowledge of the development and implementation of asset structures, planning standards, WBS and planning processes.
- Competence in Primavera P6
- Knowledge of Safety, Environment and Risk Management
- Flexible with good organisation skills

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
