Senior Planner (Consents)

Job Introduction

The Consents Senior Planner will report to the Head of Consents & Engagement. They will be responsible for the management of the consents delivery in line with the Contract Programme requirements and liaise and co-ordinate on a regular basis with the area delivery teams to ensure alignment of operational requirements and longer term Contract objectives.

They will also carry out any planning works in line with the SCS planning guidelines and requirements as required by the Planning Manager. The Consents Senior Planner will have an understanding of planning and scheduling techniques using Primavera P6 and be able to transfer information from the programme to the Consents Register.

Role Responsibility

  • Co-ordination and updating of the Consents register in line with the HS2 monthly reporting cycle
  • Interface and co-ordination with the area teams to support the short and medium term planning requirements to ensure visibility of Consent requirements & constraints
  • Interface and co-ordination with the Design House consents and planning teams to understand the design delivery programme and its impact on the overall Consent requirements & constraints
  • Collation of supporting data for monthly progress reporting requirements and explanation of impact delays and variance including preparation of the monthly narrative
  • Work with the Head of Planning and Area Planning Managers to ensure a consistent approach.
  • Ensuring the Consents team understand the Area South delivery programme requirements and critical path objectives including presentation of updates and change impact
  • Contribute to assessment of programme risks and programme risk analysis, including development and implementation of mitigation measures.
  • Interfacing with and provide planning & progress data for other functional teams, area teams and stakeholders including, but not limited to: design, estimation, project controls and construction.
  • Progress monitoring and regular updating of the consents register to facilitate regular programme updates, including forecasting of potential problem areas and mitigation proposals as required.
  • Liaise with the Project Controls, Planning, Design and Change Management in all related programme matters.
  • Assessment of change and PMI’s and communication of impacts as required
  • Understand the P6 Enterprise planning environment and associated access / working restrictions
  • Understand WBS and coding structures

The Ideal Candidate

  • Enthusiastic, proactive and able to work on their own and as part of the team
  • Degree or equivalent in Engineering discipline, ideally Civils
  • Competent in use of P6 and planning procedures
  • Understanding of the various Consents processes for Town Planning, Traffic & Highways and Environment
  • Knowledge of Safety, Environment and Risk Management
  • Strong communication skills
  • Able to work on a number of concurrent subjects and have a pragmatic approach to the solution of a number of complex challenges

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
