Job location: Area Central / Northolt Tunnels East / Victoria Road / North Acton.

Working hours:

  • Initially Mon-Fri, 24/5 rotation, 12hr shifts.
  • 24/7 working during Cross Passage Construction (7/3, 7/4 rotation, 12 hour shifts)

Contract: Permanent

Role

Section Engineer for SCS Area Central.

Responsible for the Cross Passage (CP) related works (Tunnel Setup and Ground Treatment (dewatering), SCL, Waterproofing and Secondary Lining), taking a significant role in delivery as well as managing aspects of time, cost and quality. Will acquire technical (engineering/tunnelling), leadership and project management skills.

Role Responsibility

  • General / Performance

  • Support the Sub Agent and Shift Engineer in setting up and undertaking the CP related works. Provide strategic guidance based on personal knowledge and experience of similar projects to inform and direct project and programme.
  • Ensure the works are conducted in accordance with the project requirements including health and safety, where this is not observed reporting the non-conformance to the supervisor or Sub-Agent.  
  • Ensure all setting-out and quality control procedures are planned and performed in a timely and efficient manner, so as not to impede the construction programme. 
  • Be conversant with all drawings, specifications and related information for the works, asking for advice where unsure.
  • Develop and maintain a good working relationship with the Client and within the team promote an aim to exceed Client expectations.
  • Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.
  • Project Documentation / Process

  • Compile trackers for documentation required for preparation of CP related activities including interface with Suppliers, Design Team, and Delivery Team.
  • Prepare periodically review the Risk Assessments and Method Statements (RAMS), Plans and Procedures for the construction works and ensure that the work is being carried out as specified.
  • Production, review and implementation of Material Compliance Records (MCRs), Inspection and Test Plans and associated task specific check sheets in line with project QA requirements. This includes being responsible for managing Shift Engineers to fill out check sheet correctly and on time for delivery to Agent / Site office.
  • Production and compilation of Temporary Works design briefs. If relevant to your works, coordinate including follow through to installation and sign off for use.
  • Review and coordinate with the shift engineer the preparation of daily briefings and shift reports for each shift and handover for the oncoming shift; logging all works completed, any issues during the shift, durations for each work activities, remarks for the oncoming shift.
  • Cross Passage / Site Activities

  • Communicate with works managers, foreman, gangers, operatives, and sub-contractors to ensure full understanding of information provided. Provide support and instruction to the Shift Engineer on CP related issues (escalate if unsure).
  • Detailed knowledge and understanding of the Permit to Tunnel / daily RESS and ensure any actions, controls or findings are implemented and followed accordingly by operators and supervision.
  • In instances of absence of Shift Engineer due to sickness or holiday, be willing and available to act as stand-in as required.
  • Observation of ground conditions, monitoring and review of excavated material noting any changes, significant or otherwise, and communicate to Sub-Agent and capture on shift report.
  • Co-ordination of crane activities in liaison with the Project Appointed Person for Lifting Operations.
  • Safety / Environmental / Community

  • Participate in and be willing to lead weekly SHE inspections and manage raising of observations in the appropriate format.
  • Champion SCS and HS2 SHE initiatives, review of Weekly Briefings and communication of lessons from other project incidents.
  • Carry out briefings such as Method Statements, Start of Shift, Safety Alert, etc. as and when required, and provide support to site engineers and supervisors alike to provide briefings.
  • Commercial / Programme

  • Understanding the scope of the works, risks, opportunities and change as it arises and report to the Sub-Agent.
  • Develop a 28-day programme to benchmark productivity measures for the workforce. Assess actual programme and productivity achieved for review at weekly progress meetings. This should include resource requirements. 
  • Communicate to the QA and QS teams’ non-conformances, and any instructions received from the client / designer / RE’s staff. Ensure that comprehensive records of resources employed on additional works are maintained. 
  • Efficient Procurement of Plant, Materials and Equipment required for each work location using the correct SCS internal platforms and cost codes. Review the weekly material reconciliation reports, forecasting of consumable usage, monitoring through completing regular site stock takes.
  • Compile, review and keep a full and accurate daily site diary, including any changes / variations, subcontractors’ attendance, and records of work-related discussions with client / designer / RE / project team. 
  • Management of sub-contractors involved in the works. This includes as detailed understanding of the contract scope, tracking of productivity against their programme, daily reporting on the day’s activities, hours and resources of any additional works outside of contract works, impact of any delays both as a record of the subcontractor but also SCS programme.

The Ideal Candidate

Essential:

  • CSCS card. 
  • Engineering Degree / HNC or similar in a construction discipline. 
  • Extensive experience with SCL and Civils construction techniques 
  • IOSH or SMSTS desired, SSSTS minimum
  • Understanding and Application of Survey/Setting out controls

Desirable:

  • Engineering Degree/Higher National Certificate (HNC) or similar in Tunnelling, Mining, Geotechnical Engineering
  • Site Management Training Scheme (SMSTS)
  • Tunnel Safety Training Scheme (TSTS)
  • Temporary Works Supervisor / Coordinator
  • CAD software experience

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
