Safe Work Planner (SSoW)

Job Introduction

About the role:

The Safe System of Work Planner (SSOWP) will support the SCSJV Planning Manager – Possessions and Delivery Teams in the delivery of SCS JV scope of works for Stage2 within disruptive and non-disruptive possession access to the conventional NR and TfL railway.  They will be responsible for producing Safe System of Work packs, managing planning activities, producing quarterly plans, updating systems and other associated tasks for an operational rail environment.

Role Responsibility

  • To plan works and produce Safe Work Packs (SWP) in accordance with the priorities set by the Responsible Manager and the Appendix A hierarchy of Safe Systems of Work defined in NR/L2/OHS/019
  • Review the Listed Possession Schedule and ensure works T-52 to T-0 Weeks are planned in accordance with NR/L2/CHS/019
  • Maintain competence as Safe System of Work Planner and defined in NR/L2/CTM/209
  • Access and understand various documents or electronic information sources used in collating a SSOW (Sectional Appendix, Hazard Directory etc)
  • Understand the process for line blockage planning through GZAM or WON.
  • Assist in the delivery of possession readiness in accordance with Network Rail Delivering Work Within Possessions, DWWP
  • Liaison with the SCS delivery teams to identify disruptive and non – disruptive access requirements both NWR & TfL, including scope and timing.
  • Chair Whiteboards and Go/ No Go meetings (on behalf of Planning Manager) for all NWR and TfL possession works. Also ensure all possession deliveries are in place prior to signing off of final Go/ No Go checklists before issuing.
  • Communicating interface issues and risks that may impact project delivery, safety of personnel and identify mitigation measures to the Planning Manager- Possessions
  • Prepare and review WRFs prior to issuing to Network Rail or TfL Planning teams
  • Attend possession T- planning meetings, e.g. deconfliction, PICOP or other
  • Check and update the Rail Team on any NWR Rule Book updates  
  • Contributing to a team which lead by example in Health, Safety, Wellbeing and EDI

The Ideal Candidate

  • Planning experience in an operational rail environment with valid PTS and SSOWP competency. Ideally experience of using GZAC and Ellipse systems would be preferable.
  • Understand the process for planning Safe Systems of Work in accordance with NR/L2/OHS/019, Safety of People Working On or Near the Line
  • Access and extract information from various sources (including NWR PPS) and using that information in the production of Safe System of Work Plans for use by staff required to work safely on the Network Rail Managed Infrastructure
  • Any Line Open (ALO) competence is preferably required.
  • Have a good understanding of key Rail Rule Book modules and Handbooks associated with planning and implementing Safe Systems of Work
  • Proven ability to plan activities systematically, record decisions and manage change
  • Proven ability to build and maintain excellent  working  relationships  and  effective channels of communication in a pressurized and highly time sensitive environment
  • Some experience in dealing and managing Network Rail DWWP requirements
  • Strong communication and IT skills

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
