Possession Planning Manager

Job Introduction

The Possession Planning Manager (Network Rail & TfL) will support the Head of Rail Technical Interface and Delivery Teams in the development of the SCS access strategy for disruptive and non-disruptive access to the conventional (NWR & TfL) railway. The role will also include the development and management of the possession planning process for Area South.

Role Responsibility

  • Development and management of the possession planning guidelines in accordance with Network Rail Planning and Delivering Safe Work (019), Network Rail Delivering Work Within Possessions (DWWP - 064) and Transport for London (TfL) Blue Book, Rail System access processes. This is for both long- and short-term planning.
  • Plan and manage DWWP reviews
  • Liaison with the Skanska/Costain/STRABAG Joint Venture (SCS JV) delivery teams to identify disruptive and non – disruptive access requirements, including scope and timing.
  • Owning and maintaining the Listed Possession Schedule (SCSJV Possession Schedule) for S1 & 2 or SCSJV Areas East, Central & West.
  • Maintaining regular interface with Network Rail Operational Delivery Managers to ensure that SCS’ access requirements are rationalized in accordance with the intent in Works Information 065.
  • Maintaining regular interface with TfL representation to ensure SCSJV possession requirements have been processed.
  • Communicating interface issues and risks that may impact project delivery and identify mitigation measures to the Head of Rail Technical Interface and Delivery teams.
  • Prepare and review Work Request Forms (WRFs) prior to issuing to Network Rail Planning or TfL teams. Also updating the SCSJV Possession Schedule in line with new requests.
  • Organise and chair Whiteboards and Go/ No Go meetings for all NWR and TfL possession works. Also ensure all possession deliveries are in place prior to signing off of final Go/ No Go checklists before issuing.
  • Attend possession NWR T- planning meetings, e.g. de-confliction, PICOP or other where required.
  • Check and update the Rail Team on any NWR Rule Book updates 
  • Manage a team of Safe System of Work Planners (SSOWP), planning and issuing SWP in accordance with NWR 019.
  • Contributing to a team which lead by example in Health, Safety, Well-being and Equality, Diversity and Inclusion.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
