Job Introduction

Role

Asset Commercial Lead reporting to the Shafts and Headhouses Delivery Unit [SHDU] Commercial Lead.  Provide commercial support and leadership to project and ensure that commercial discipline is maintained throughout. Guide and develop all Asset staff on commercial issues.


As Asset commercial lead you will be working very closely with the Asset Delivery Lead and you will have overall responsibility of all aspects of commercial management associated with the Asset including the commercial administration of the MWCC requirements, administrating and managing the Early Warnings, Staff Forecasting and working very closely with the Work Package / Subcontract Commercial Team, Change Team, Project Controls Team the Risk and Planning Team.  In the role you have overall responsibility for reporting the commercial performance of the Asset.  You will provide commercial support and advise the Asset Teams on Contractual and Commercial matters and seek support as and when required.  You will work as part of the wider Commercial Team (SHDU and MWCC) and support the delivery of the overall SHDU objectives set by the Commercial Lead for SHDU.  

Ensure good communication at all times and ensure compliance with SCS policies and procedures.

Role Responsibility

  • Defining and maintaining a complete asset scope in a format that is transparent and clearly reflects changes as and when they are instructed by HS2.  This document will form the basis of forecasting.
  • Clearly identify how each aspect of the scope is being delivered – i.e. self - delivery or by a subcontractor (if subcontracted, provide the name of the subcontractor).
  • Commercially deal with Asset NCRs and Defects (including that the correct contractual processes are covered to avoid the risk of MWCC Disallowed Cost
  • Understand the Asset Route to Assurance and Handover coordinating with the Assurance Team to ensure that all subcontractor information has been received before the Subcontractors are issued their Completion Certificate
  • Any remaining scope that still needs to be procured needs to be clearly visible and must be communicated to the procurement team who will include it on their procurement schedule.  Work closely with the procurement team to ensure that the scope is procured in time to meet the programme.  Ensure instructions are issued to subcontractors timeously to avoid delays to the programme.
  • The Stage 5 design scope for subcontractors are clearly understood and design progress is visible.
  • Support the Delivery Team in understanding scope.
  • Review the Asset Programme narrative before the MWCC Cl.32 is submitted to HS2 and ensure that it reads contractually and commercially accurately - including CEs/PMIs, EWNs, etc. are cross referenced and the programme accurately reflects the causes for variances – cross referencing back to Risk where appropriate (i.e. Contractor or Employer Risks).
  • Ensure that the productivity rates allowed for in the programme are clear and visible at all times.
  • Ensure that it is clear at all times which changes have not yet been accounted for in the Cl.32 at any one time and which changes have not yet been accounted for in the Asset Estimate at Completion [EAC] in the monthly reporting.
  • Ensure that the Asset Risks are accurate, managed and maintained – mitigations are clear and the cost of mitigation is understood.
  • Attend and participate in the regular Asset Risk Review meetings.
  • Asset Risks are reviewed as a minimum monthly.
  • Ensuring that the whole of the forecast to complete the works for the Asset is captured in the Asset Forecast at Completion.
  • Maintain the Asset Assumptions and Exclusion and report these at the monthly Asset L3 reporting meetings.
  • Together with the Asset Lead, you are responsible for ensure that the end dates for Asset staff resources are maintained in BookIT including  the EAC Forms for QSRA drawdown are drafted and agreed for BookIT to be updated.
  • You will be responsible for ensuring that EAC Forms are raised to explain monthly variances in the EAC and for presenting the EAC Forms to HS2 for agreement.
  • Overall responsibility for the monthly Asset L3 commercial reporting.  Present the commercial aspects of the Asset L3 reports working closely with the Asset Lead. All L3 Asset Reporting including updating the Asset EAC forecast as required and explain variances from the previous month and from the current Asset baseline (including risk drawdown, etc.) Ensure that the information from the Asset reporting is correctly picked up by the respective project controls systems.
  • Ensure that all change is managed appropriately and where recoverable is recovered.

The Ideal Candidate

  • Proven experience in leading commercial functions and operating at senior level within large, complex programmes and or businesses preferably within contracting organsiations.
  • Commercial awareness partnered with a strategic mindset
  • Relevant experience in managing contracts, from strategic negotiation to operation, ideally within a large scale infrastructure environment
  • Experience in successfully building and leading multi-disciplinary teams
  • Self-motivated and confident
  • Excellent organizational and great leadership skills
  • Outstanding communication and interpersonal abilities

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels). The combined value of the contracts is around £1.8billion with the works due for completion in 2025.  Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
