Management Systems Compliance Lead

Job Introduction

The Management Systems Compliance Lead is responsible to the Head of Business Systems & Audit for monitoring compliance of the Core & Area teams (East, West and Central) with the SCS Management System (based on The Costain Way (TCW)).  The role requires reconciliation between the SCS and parent company systems, audit to establish current level of compliance, recommendation to Area teams for improvement and communication to achieve senior level buy in. To manage a rigorous internal risk-based audit regime, with consistent capture, reporting and management of audit findings. To provide confidence to senior management and HS2 that the established processes are being implemented and that SCS are also meeting their legal obligations. Report statistics on Audits and audit finding to The Head of Business Systems & Audit & HS2.

Role Responsibility

  • Audit of the Core and all three areas to establish current level of compliance with Skanska, Costain & STRABAG governance
  • To take ownership of the audit programme and support the Head of Business Systems & Audit in the development and implementation of the Management System.
  • Monitor the effective close out of audit non-conformities, Observations and Recommendations for Improvement raised by SCSJV, HS2 or 3rd Parties, ensuring they are dealt with in a timely manner and escalating where required.
  • Liaise with other Core function auditors to ensure audits across disciplines are aligned and their programmes are managed and up to date.
  • To lead and undertake the internal (and external if needed) audits to ensure that the Works Information, set processes, plans and procedures, are effectively implemented to meet the HS2 and SCSJV contract requirements and to ensure compliance with legal and statutory requirements.
  • To lead integration and adherence to the ‘Costain Way’ and manage relevant parent company audits
  • Update SCS Business systems in line with Parent Company Governance – periodic review and revision as necessary
  • Provide comprehensive commentary for the relevant reporting as necessary
  • Escalate issues with prolonged non-compliance
  • Review of SCS Business Systems (currently based on TCW) against the three parent company systems to ensure use of Best Practice
  • To complete monthly reporting commentary and analysis & annual Management review input and coordination
  • To continuously improve and implement changes to the audit programme
  • To assist the Head of Business System and Audit in the annual BSI audits and be the point of contact for such audits.
  • To actively participate in the activities of the Business Systems & Audit Department, cooperating with its colleagues in a collaborative and proactive way.

The Ideal Candidate

  • Knowledge in ISO 9001:2015 and ISO 19011:2018
  • Leadership and senior management reporting
  • Microsoft Office & PowerBi
  • Experience in auditing on civil engineering/construction projects
  • Experience of managing 3rd Party audits
  • Recent Lead Auditor ISO 9001 training and practice
  • Knowledge and experience of quality management systems and their application in activities relevant for the project.
  • Knowledge of other management systems (ISO 14001:2015, ISO 27001:2013, OHSAS 18001:2007, ISO 44001:2017 etc.) is desired.
  • Membership of Chartered Quality Institute, or actively working towards membership is preferable

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels). The combined value of the contracts is around £1.8billion with the works due for completion in 2025.  Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.

Develop a culture of safety on the project through the absolute commitment to the Zero Accidents target and ethos, and develops a wider awareness of quality, environmental issues and demonstrates commitment to achieve continual improvement and Zero tolerance.
