Land Access Coordinator

Job Introduction

About the role:

The Land Access Coordinator will support the Land Access Manager in ensuring that all the formal processes regarding temporary access or acquisition of land required for the delivery of works are undertaken in accordance with the HS2 Act and the client’s requirements, and in support of the construction programme.

Role Responsibility

  • Support the Land Access Manager in delivering the administrational requirements of temporary and permanent land access and acquisition processes in accordance with the HS2 legal requirements
  • Liaison with HS2 Land & Property Team regarding the issue of Schedule 2 and other formal land & property Notification letters (as defined by the HS2 Act), and coordinating responses as required.
  • Coordination with the HS2 Land & Property Team, the SCS Access Engagement and Area Engagement teams and subcontractors for survey works on third party land and property.
  • Development and maintenance of an effective tracker for all land access requests and reporting requirements.
  • Support the Land Access Manager in delivering the administrational requirements of temporary and permanent land access and acquisition processes in accordance with the HS2 legal requirements
  • Assist with the reporting requirements across the project and to the client.
  • Maintain up to date records of landowners impacted by the project and communications with them on the customer records database.
  • Prepare and distribute formal notifications and supporting correspondence to land and property owners.
  • Produce and maintain a tracker of notices and correspondence issued visits made to sites by all contractor staff and sub-contractors
  • Attend internal and external meetings where required and record details and actions.
  • Liaise with SCS Railways delivery project managers for clarification of land requirements to assist in the development of land access and possession documentation for HS2 Ltd.
  • Organising and coordinating site visits between SCS Railways and landowners.
  • Work alongside the Community Engagement and Stakeholder teams to ensure consistency of information to landowners, Local Authorities, stakeholders and the wider community.
  • Record progress of the formal consenting regime with the Consents team as required to facilitate lawful land access.
  • Advising and/or briefing the project team / subcontractors on all other interested parties on land access and possession matters including providing information on requirements to enable the team to produce relevant plans.
  • Promoting the pursuit of excellence in land access and possession, to ensure the process is effective and continuously improved.
  • Act as deputy for the Land Access Manager as required.
  • Site visits alongside survey teams for assurance activities

The Ideal Candidate

  • Ability to provide high standard administrational support.
  • Strong communication skills.
  • Problem solving, facilitation and negotiation skills.
  • Able to build and maintain excellent working relationships and effective channels of communication in a pressurised and highly time sensitive environment.
  • Project management experience desirable
  • Understanding of the construction industry desirable
  • Fluent in the use of standard Microsoft Office applications (Word, PowerPoint, Excel, etc.), email/internet, other IT applications.

  • Knowledge of land and/or property matters, or their administrative support

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
