Highways Consents Manager
Job Introduction
We are currently recruiting for a Highways Manager on our SCS Railways Joint Venture, delivering the HS2 London Tunnels Contract.
About the role:
Assisting in coordinating and managing Highways works pre and post consent in accordance with the Route-wide Traffic Management Plan. Liaising between the project, HS2 Ltd and the relevant stakeholders with regards to Highways works and proactively developing productive relationships which deliver benefits for all parties. The Highways Manager reports directly to the Head of Traffic and Highways.

Role Responsibility
- Carry out the inspection and monitoring of works to ensure that they are being undertaken safely and in accordance with the current requirements namely the NRSWA 1991, SROH and the safety at Street-works and roadworks code of practice.
- Ensure on site staff are aware of and comply with all NRSWA legislation, instances when non-conformances are identified, undertake on site guidance and training and complete corrective action.
- Work collaboratively with multiple stakeholders (internal/external) providing feedback from site inspections and driving improvement throughout network construction.
- Establish and maintain productive 2-way relationships with authorities.
- Produce weekly and monthly reports detailing audit completions, issues and trends from site.
- Gather and produce evidence to support and challenge highway reinstatement.
- To be responsible for, and lead on a programme of condition surveys to support the works and HS2 during the maintenance period.
- Attend authority meetings to disclose information on site findings, technical information.
- Carry out other duties appropriate to the post as may be reasonably requested by line manager.
- Undertake supervisory duties with regard to works on site
The Ideal Candidate
- Experience of NRSWA 1991 and associated legislation.
- Experience in inspecting works in line with the SROH and safety at Road and Street Works Code of Practice.
- Experienced with Microsoft word, Outlook and Excel.
- Excellent customer service
- Good organisational skills, including prioritising workloads, decision making, time management and negotiation.
- Good attention to detail and skills which demonstrate thoroughness and accuracy in completing tasks.
- Ability to collaborate with multiple stakeholders

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
