Highways Consents Manager

Job Introduction

Coordinating and managing Highways Consents in accordance with the Route-wide Traffic Management Plan. Liaising between the project, HS2 Ltd and the relevant stakeholders with regards to Highways Consents and proactively developing productive relationships which deliver benefits for all parties.

The Highway Consents Manager (HCM) will be part of the Traffic and Highways  team within the contract-wide Consents & Engagement function, led by the Traffic & Highways Team Leader, providing a flexible service across three distinct delivery areas in separate geographic locations but will primarily be assigned to and embedded within one designated delivery area. On a day to day basis, the HCM will report to the Senior Consents & Engagement Manager for their area, working as part of a multi-disciplinary Consents & Engagement service team, to ensure the needs of both the integrated project delivery team and the client are met. The HCM will work closely with our Senior Consents & Engagement Manager and Senior Town Planning Manager to achieve our objectives, which are to:

  • achieve consents in time to start works and ensure all works comply with agreed consents and commitments
  • genuinely involve and inform stakeholders and community as we design and construct our works
  • help locals cope with our works and leave a positive legacy

Role Responsibility

  • Work in accordance to the HS2 Route-wide Traffic Management Plan.
  • Advise the project delivery team on Highway Consenting manners.
  • Work closely with the Area Traffic Management Manager to ensure that the delivery teams’ requirements are consented within a timely manner.
  • Maintain the consents register, ensuring that consents are identified and progress is updated in accordance with the programme of works.
  • Co-ordinate, prepare and submit highways consents, and other highway related applications.
  • Submit Streetworks notices and, or notification of works through the agreed notification process, such as DfT’s ‘StreetManager’.
  • Assist in the production of General Principle Compliance Notes (GPCN) and provision of evidence for the HS2 Undertakings & Assurances, to demonstrate compliance for works.
  • Ensure works are planned and carried out in accordance with any relevant Undertaking and Assurances.
  • Lead and host (if required) the Local Traffic Liaison Group meetings within the area of working, and present current and future planned works.
  • Maintain and update highways reports within the delivery area in accordance with the HS2 Route-wide Traffic Management Plan.
  • Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.

The Ideal Candidate

Essential:

  • Understanding of the New Roads and Street Works and Traffic Management Acts.
  • Understanding of the Streetworks noticing.
  • Knowledge of Design Manual for Roads and Bridges (DMRB), Traffic Signs Manual, Traffic Signs Regulation and General Directions (TSRGD).
  • Strong communication and listening skills.
  • Strong presenting skills.
  • Ability to work under pressure.
  • Ability to maintain and build relationships.

Desirable:

  • Understanding of the High Speed 2 London to West Midlands Act, and the associated Highways consenting regime.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels). The combined value of the contracts is around £1.8billion with the works due for completion in 2025.  Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
