Head of Planning

Job Introduction

The Head of Planning has overall responsibility for the Planning Management and development of the delivery programme for Stage 2 of the Area South contract including co-ordination and administration of the periodic CL32 reports required under the NEC Contract. In addition, the role requires the ongoing development of SCS planning standards and structures,  planning resources in conjunction with the Delivery Units, supply chain interfaces including design and consents and the overall construction programme for Stage Two aligned with HS2 requirements.  

The Head of Planning reports to the Operations Managing Director.

Role Responsibility

  • Leading and supervising the Planning team, including briefing, upskilling and guidance of the project team, subcontractors and suppliers on the SCS Planning approach and relevant software.
  • Development of the Work Breakdown Structure (WBS), calendars and dates to be used by SCS, aligned with the Asset Structure, Cost Break Down Structure (CBS) and Employer`s Data Dictionary.
  • Responsible for the development, progress monitoring and regular updating of the Stage Two Programme, including reporting, forecasting of potential problem areas and proposing mitigation measures.
  • Assessment of programme risks and programme risk analysis, including development and implementation of mitigation measures.
  • Managing interfaces with other functional teams including, but not limited to: BIM Team, design team, risk, project controls and construction execution.
  • Facilitating and managing planning workshops and collaborative planning sessions.
  • Responsible for liaison with the Project Controls Manager, Reporting Manager and Change Management for all related matters.
  • Liaising with the client’s Planning team, stakeholders and with other works packages to communicate the SCS Planning approach and to ensure sharing of best practice, innovation and continuous improvement.
  • Promoting the pursuit of excellence and continuous improvement of the SCS Planning approach, modification of standard processes and procedures for effective and continuous improvement.
  • Guiding and developing the Planning team in terms of skills & competencies as well as encouraging behaviours / cultures supporting collaboration, assistance in recruiting of Planning personnel.
  • Driving innovation, EDI and the upskilling of the Planning and project team to deliver a next generation Planning approach and continuous improvement.

The Ideal Candidate

  • Degree in civil engineering or an appropriate professional qualification
  • Prior experience in senior planning management role
  • Management of a large multi disciplinary planning team  
  • Thorough knowledge of the development and implementation of Asset structures, Planning Standards, WBS and Planning processes in an enterprise  environment.
  • Competence in Primavera P6 and Tilos
  • Knowledge of Safety, Environment and Risk Management
  • Strong leadership and communication skills

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
