Head of CDM
Job Introduction
The Head of CDM (Construction Design and Management) will primarily be responsible for supporting the project team to ensure compliance with the Construction Design and Management Regulations 2015 (CDM). The role will sit within the Technical senior leadership team reporting to the Technical Director and will have working relationships with the three Area delivery Teams. It will require liaison with HS2 to provide assurance that SCS are fulfilling both our statutory duties and contractual responsibilities with regard to health and safety across all aspects of the project.
Role Responsibility
- Responsible for ensuring compliance with the Construction Design and Management Regulations 2015 (CDM).
- Ensure SCS discharge our Lead Designer responsibilities as detailed in Works Information.
- Ensure compliance with HS2 Procedure for H & S in Design and WI1150 (Occupational Health)
- Support the CDM Lead and the design team in delivery of the project.
- Act as the primary liaison between HS2 and SCS for all aspects of CDM and coordinates with the SCS Head of Occupational Health to ensure health and safety are inextricably linked from design through to completion of the project.
- Review existing SCS & HS2 procedures, generation of new and beneficial procedures where necessary and, advising on the health and safety impacts of these procedures. New procedures should not add to the bureaucracy of an already.
- Ensure the appropriate transfer of risk between design and construction teams.
- Ensure suitable interfaces are in place and maintained for S3/S4 and C1 packages, and for other third parties, such as but not limited to Network Rail.
- Ensure SCS staff are competent regarding CDM training for those undertaking designer or principal contractor duties.
- Ensure compliance with the Principal Designer Health and Safety file requirements.

The Ideal Candidate
Essential:
- CMIOSH (or similar)
- A Proven track record in major civils / infrastructure delivery
- A thorough understanding of CDM 2015 and all other relevant health and safety legislation.
- Proven stakeholder management capability
- Strong communicator
- Self-Starter, able to plan and prioritise workloads
Desirable:
- Proficient in use of Microsoft Office
- Innovator

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels). Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
