Head of Business Compliance & Audit
Job Introduction
We are currently seeking an experienced Head of Business Compliance and Audit to join our tem here at SCS Railways JV.
About the role:
To lead and manage the Business Compliance and Audit Team. To support the entire project team in the development, implementation and continuous improvement of the project’s management systems. To establish and lead a rigorous internal risk-based audit regime. To provide confidence to senior management, HS2 and parent companies that the established processes are being implemented and that SCSJV are also meeting their legal obligations.
Working pattern: this role will be site-based in the office for a minimum of 3-4 days per week.
Role Responsibility
- To support the entire project in the development, implementation and continuous improvement of the project’s management systems, with a particular focus on the Quality Management System.
- Instigate and maintain ISO 9001:2015 certification for the project.
- Developing and implementing the Business Compliance and Audit Team’s strategy, to ensure it meets the business requirements and customer deliverables, as well as ensuring the departmental performance against goals.
- Ensure a suitable audit programme is in place and is implemented (internal and supply chain audits, as well as third party audits (certification bodies and parent companies).
- Understand the Client and Joint Venture Partners’ policies, processes and statutory requirements as they affect the project’s operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.
- Maintaining an awareness of new and proposed legislation that impacts the business and communicating any changes to the Integrated Project Leadership Team and Project Management Team.
- Advise Senior Management and the JVB on compliance risks, audit findings, and mitigation strategies
- To manage the Business Compliance and Audit Team, ensuring good relations and communications with all members of the project team.
- Manage relationships with external auditors, regulators, and other oversight bodies
- To work with the Head of Quality to promote quality and increase awareness of the policies, processes and procedures developed for the project.
- Managing, motivating, coaching and mentoring direct reports, to higher levels of management capability.
- Provide leadership and direction to the Business Compliance & Audit team, ensuring professional development and operational excellence.
- The Head of Business Compliance and Audit must carry out his/her duties in accordance with the SCSJV Core Values.
The Ideal Candidate
- Good knowledge of quality management systems and its implementation in the construction industry.
- Ability to prioritise, demonstrating good time management skills.
- Strong leadership/team management skills and experience.
- Confident communicator (written and verbal) at all levels.
- Excellent attention to detail, with the ability to work accurately in a busy and demanding environment.
- Knowledge in ISO 9001:2015 and ISO 19011:2018
- Experience in auditing on civil engineering/construction projects
- Knowledge of other management systems (ISO 14001:2015, ISO 27001:2013, OHSAS 18001:2007, ISO 44001:2017 etc.) is desired.
- Membership of Chartered Quality Institute or similar body desirable
While a background in Quality Management is desirable, it is not essential. We would also welcome applicants with strong project management experience, with an appreciation and understanding of Quality and management systems.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
