Job Introduction
As the largest infrastructure construction project in Europe, including both surface and sub-surface construction, HS2 has significant challenges. Skanska Costain Strabag Joint Venture (SCS JV) is responsible for delivering the final 26.4km of HS2 to its southern terminus in Euston, some of the most built-up sections of the whole route, presenting a complex construction project.
We are recruiting a GIS Manager to act as discipline lead for GIS – this is a crucial role within the BIM Team. The GIS Manager is system owner of the ArcGIS Enterprise and ArcGIS Online deployments – responsible for their administration and maintenance (including a bi-annual commitment to upgrade ArcGIS Enterprise). The GIS Manager is also the owner of our SDE Database which acts as our GIS data library and requires continuous maintenance and updating.
The GIS Manager leads with the development, deployment and maintenance of Web-GIS platforms and Mobile-GIS Apps to fulfil the needs of our different project teams and strives to continuously improve the GIS offering to the project; working closely with different end users, engineers, and project teams to identify problems and provide input, advice, and development and implementation of GIS solutions.
The GIS Manager oversees a team of 5 staff and is required to provide day-to-day guidance, advice, support, and direction (as well as managing and allocating the various ArcGIS and FME Licenses which the team requires).
The GIS Manager is also responsible for all GIS Data Deliverables to HS2. These GIS Data deliverables are wide-ranging and include Weekly Site Tracker Submission (delivered to HS2 via WFS), Asset Boundaries, Ecology No Net Loss, Ecology Surveys, Tree Surveys, Hydrology Surveys etc. In some cases, creation and preparation of the data is required, in other cases subcontractors have already prepared the data and the task at hand is to perform a QC to ensure that it adheres to HS2’s Schemas.
The GIS Manager represents the SCS GIS Team within Client and Subcontractor meetings, and is responsible for responding contractual NEC3 mechanisms, such as PMIs (Project Management Instructions), EWNs (Early Warning Notices), RFIs (Request for Information). They will also be the subject matter expert feeding into GIS related assurance activities and evidence such as VVMs (Verification and Validation Matrix) etc
The GIS Manager shall ensure value is derived from GIS and project wide awareness is maintained through continuous delivery of presentations, training sessions, communications, weekly surgeries etc.

Role Responsibility
- ArcGIS Enterprise System Owner (including project managing a bi-annual upgrade)
- ArcGIS Online System Owner
- SDE GIS Data Library Owner (maintaining and continuously updating a GIS Data Library)
- ArcGIS and FME License procurement and allocation for GIS Team members
- Responsible for all GIS Data Deliverables to HS2
- Management of the members of the SCS GIS Team (currently 5 staff)
- Organising and guiding the workload of the SCS GIS Team
- Recruitment and onboarding of new GIS staff
- Attending meetings with client and subcontractor; representing the SCS GIS Team across the project
- Being the lead for input into NEC3 contract based communications related to change in contract and other matters on GIS and related functions
- Continuous promotion of GIS to the project
The Ideal Candidate
- Bachelor’s Degree or master’s degree in GIS, Geography, Computer Science, Information Systems or related fields
- Extensive experience of Esri's ArcGIS products: ArcGIS Enterprise, ArcGIS Online and ArcGIS Pro
- Experience of ArcGIS Server Administration: Knowledge of ArcGIS Server Administrator Directory, ArcGIS Portal Administrator Directory & ArcGIS Server Manager is essential
- The ability to deliver high quality technical specifications and documentation
- The HS2 project uses a bespoke coordinate system: HS2 Snake Grid (HS2 Survey Grid), therefore a thorough understanding of projections and transformations is absolutely essential.
- Excellent communication and relationship building skills are required for this role: the ability to prepare clear and concise reports; to conduct presentations to a range of different target groups
- Certification in ArcGIS or FME would be advantageous
- Knowledge of CAD/BIM would be advantageous

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
