Environment Technical Manager

Manage performance and product delivery of environmental topic specialists and related monitoring packages. Manage risk across the contract, playing a key role between topic specialists, the construction delivery teams, the client organisation and respective local authorities and consenting bodies. Seek efficiencies wherever possible and ensure effective use of specialist resources.

Role Responsibility
- Manage performance and product delivery of environmental topic specialists, both internal and contractor/consultants. Be key liaison with construction delivery teams, ensuring specialists fully understand risks on the project, apply applicable and suitable mitigations & communicating these to all relevant parties. Continuously seek ways to reduce impact through improved technology, awareness & education and behavioural management.
- Understand legal & contract requirements related to environmental specialist topics and how they apply to the works. Ensure works are in line with the SCS Environmental Management System, certified to ISO 14001:2015, ensuring it remains appropriate to all topic specific environmental risks. Support assurance activities including the demonstration of compliance with regards to construction works in line with the HS2 works information, technical standards and applicable undertakings & assurances.
- Oversee environmental monitoring packages, ensuring these meet technical requirements, seeking efficiencies wherever possible. Oversee any investigations and reporting with regards to exceedances or abnormalities in collaboration with the construction delivery teams. Monitor and report performance against targets and drive innovation and continuous improvement.
- Work with the Environment Consents Manager & construction delivery team to deliver specialist input into consents where required, in a timely and efficient manner.
- Manage budget and subcontracts for environmental specialists and associated monitoring packages. Support procurement in all matters with regards to establishing these contracts and securing the most suitable organizations.
- Provide specialism support to the commercial team for any scope changes, early warnings or other formal communications required with the client on project wide specialist matters.
- Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.
The Ideal Candidate
- Extensive management experience in the construction industry on large infrastructure projects or equivalent, comparable industry/projects.
- Experience must include a high level of technical competence in at least one environmental topic specialism with preference given to technical knowledge and experience in key risk areas associated with the SCS works (Ecology, Waste, Noise & Vibration).
- Holds a university or higher education qualification or equivalent in science, technology, engineering or maths (STEM).
- Chartered Environmentalist/ Full Member of the Institute of Environmental Management and Assessment (IEMA) (or equivalent) as well as an applicable membership with the appropriate body related to technical specialism.
- Project management and commercial/contract management skills required. High degree of professionalism and strong communication skills required for regular regulator engagement.
- Demonstrates a passion for the Environment and Sustainability, driving innovation and an ability and desire to positively influence and develop those around them.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
