Engineering Manager (3rd Party Damage Claims)

About the role:
Overall responsibility for the management of the technical aspects of any 3rd party damage claims received, in compliance with the Act and Works Information. Assuring third parties that any claims of impact will be reviewed in a robust and timely fashion, informed by detailed ground movement predictions by specialists, comparison with dilapidation surveys, instrumentation and monitoring data (including INSAR) and ultimately making recommendation to HS2 on an appropriate technical course of action, utilising the weekly technical review panel. Reporting to the Head of Asset Protection

Role Responsibility
- Conveying and managing the fortnightly Technical Review Panel, to review 3rd party damage claims received Routewide, ensuring close alignment is maintained with Area Delivery Teams and the relevant Structural Survey (dilapidation) package manager and the Buildings GMA design team. (Note initially this panel will be chaired by the Head of Asset Protection).
- Ensuring that all necessary evidence is compiled and review by appropriate persons in timely and efficient manner.
- Requesting and justifying where appropriate post construction condition surveys to establish actual damage since the pre-condition baseline.
- Work closely with the Insurance teams to ensure a rigorous approach is taken in terms of compliance with Hs2 Ground Settlement Paper – C3.
- Ensure wherever a pragmatic best for project approach is adopted when doubt exists over potential impact.
- Engage (where appropriate) specialists to undertake 3rd party reviews of the likelihood of damage being cause by the works – which is demonstrable, especially where not predicted pre-construction by the DH (i.e. outside the Zone of Influence).
- Work closely with the Area appointed repair contractors (3no. frameworks) to ensure repairs are carried out in an assured, efficient and timely manner, particularly for those with heritage considerations.
- Liaising closely with the Commercial & Change teams to ensure we (SCS) adequately capture any entitlements around assets not being in a good condition.
- Ensuring compliance with the Annex 1288 buildings and 21 structures repair allowance.
Being a member of the Engineering Management team provides opportunity to contribute into other aspects of this discipline and provide direction advice and support to the design and construction teams as appropriate. The Engineering Manager (3rd Party Damage Claims) maintains a position that is independent to the delivery team, in order that they can provide independent judgment and intervene if necessary to stop works in the case of significant change to construction methodology, sequencing, temporary works or impact on permanent works or structural movements.
The Ideal Candidate
- Degree (or equivalent) in Civil Engineering, Geotechnical Engineering or other relevant engineering subject
- Appropriate experience in management on the provision of technical reports on major Civil Engineering project or a similar scope/nature, ideally relating to Ground Movement and/or impacts of construction on third parties. A background in building surveying would be particularly beneficial.
- Relevant CSCS Card.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
