Design Manager

Job Introduction

Manage the utility design process, both internally and within 3rd party detailed design of utility works, ensuring quality and assurance.

Responsible for managing the design process overall within SCS to ensure that all required sign offs for each design are in place and that the design conforms to the current scheme information. The Utility Design Manager will work with the Utility Managers and supply chain designers to ensure their work conforms to the overall plan and record the documentation used. They will also drive the design activity of supply chain to meet programme, working with the SCS Utility Manager, Quality Manager, Engineers and commercial team.

Role Responsibility

  • Add valuable utility experience to design activities to begin with, shaping the utility works associated with the main works proposal
  • Work with the Utility Managers in the creation and management of Utility designs for assets across each Lot
  • Maintain utility asset design schedules and update the requirements in line with the progression of the design process.
  • Work with the SCS Design House to ensure all works that impact utilities are managed and developed in a holistic manner to enable sequencing plans to be produced and accurate designs to inform pricing activities, assist in design of temporary works associated to utilities.
  • Manage the receipt and recording/transfer of any utility specific/related survey works required to ascertain the exact requirements for both the civil and utility design works.
  • Produce design deliverables that can be taken to the market to provide the pricing and programme information required by SCS.
  • Manage all sources of utility design for the project. This will involve internal Design House members, Utility Companies, HS2 and third party Lloyds Accredited designers.
  • Actively pursue value engineering opportunities for the works within their sector, championing effective opportunities across the project.
  • Maintain HS2 and SCS values across the works, reducing waste, emissions and carbon.
  • Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.

The Ideal Candidate


  • Public utility experience
  • Understanding of utility companies, procedures and requirements
  • Understanding of design processes, CAD systems, utility drawings and models
  • Degree (or equivalent) in relevant engineering discipline (civils/mechanical/electrical etc)
  • Design and design management experience


  • Experience in design for previous utility projects
  • Utility industry expertise, particularly gas or water
  • Strong understanding of common software applications, Microsoft, Adobe etc
  • Utility specific qualifications

About the Company

The role will work on the HS2 project. HS2 is the UK’s new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK’s 10 biggest cities with fast, reliable and frequent high speed services

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels). The combined value of the contracts is around £1.8billion with the works due for completion in 2025.  Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
