Contractors Engineering Manager / CEM
Job Introduction
The role is to manage the rail engineering/interface team for SCS on S1/S2 to enable safe delivery of HS2 and SCS works. This will include managing a team of /CRE’S/Possession planners and engineering admin staff. The role will report to the Rail Interface Lead and Lead CEM
Role Responsibility
- Set up and manage design reviews for Network Rail and TFL including chairing and managing outputs
- Prepare detailed presentations on critical aspects of work to key stakeholders such as Network Rail and TFL
- Prepare and review Work Package Plans and Task briefing Sheets in line with applicable standards
- Engage in Possession planning/booking and DWWP management and process
- Manage NR Technical Assurance process including design in line with NR Standards NR/L2/INI/02009 and NR/L2/CIV/003 and track standards
- Lead on the I&M Strategy and implementation for Network Rail and TFL assets developing plans and procedures for this
- Input in Management of mitigation measures with assistance for Network Rail and TFL assets
- Have experience of writing Asset Management Plans and reviewing them
- Design and construction management on railway infrastructure
- Undertaking quality assessments and checks including ITP and Check sheets
- Preparing and presenting key presentation across 3 Network Rail Routes, Anglia, Western and LNW
- Have previous management experience running an engineering team on Railway infrastructure
- Be able to review and appoint CRE’S
- Undertake site visits and review design and construction drawings
- Assist commercial team with contracts/procurement/Programme and cost workstreams
- Contribute to change and Early Warning meetings and raise if required
- Contribute to detailed planning meetings around design and construction
- Review and write Work Package plans and Task Brief sheets for works on or near the railway
- Contribute to CSM Hazid/Hazop and discuss CSM requirements with HS2 and Network Rail in line with CEM duties
- Undertake CDM duties in line with Network Rail CEM requirements
- Manage Temporary works assurance on Network Rail infrastructure and appoint Temporary works CRE staff
- Undertake detailed reviews of construction sequences on or near Network Rail and TFL assets
The Ideal Candidate
- Previous experience of CEM nomination and managing an engineering team on railway infrastructure
- The ability to lead a team and have excellent communication and presentation skills
- Have a relevant engineering degree required for the role (preferable civil engineering)
- Have logical problem-solving skills and be able to make decisions under pressure
- Have previous experience in design management and construction sequencing on railway infrastructure
- Have experience in the Network rail DWWP process and possession planning
- Have experience in quality management on construction sites including experience in writing and reviewing Work Package plans and engineering management plans
- Have asset management experience on Network Rail Infrastructure

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels). The combined value of the contracts is around £1.8billion with the works due for completion in 2025. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
