Construction Manager - Utilities
Job Introduction
A Utilities Construction Manager is required to assist with the delivery of the multi utility works package and ensuring our contractors are meeting our health and safety requirement and meeting technical standards concerning all utility assets in Area Central. The majority of the utility mitigations are outside of the main compound areas.
Role Responsibility
- Provide technical expertise to the Utilities team concerning throughout all stages of pre/post procurement, design and pre/during construction stages.
- Plan works with site teams and manage all applicable interfaces
- Provide technical support to all the team, whilst managing construction activities
- Provide site information feedback to the Project Manager and all relevant stakeholders
- Assist with the development and upskilling of engineering staff.
- Work with the subcontractor to ensure the timely preparation Risk Assessment Method Statements, Inspection and Test Plans, Permits, Consents etc for the works and that these are implemented.
- Ensure Permit to Dig, Temporary Works and other safety systems are implemented and recorded
- Liaison with the supply chain site teams and SCS supervision to ensure the adherence to safe methods of work and working with the Utility Manager to resolve any issues.
- Ensure all temporary works needs are identified sufficiently early and completed in accordance with the relevant procedures.
- Ensure all quality checks are carried out in accordance with the ITP’s and statutory utility requirements and properly recorded by both the supply chain and SCS.
- Provide support, assistance and information to other teams as necessary such as Community Relations, Highways, Logistics, etc.
- Ensure health and safety is given the highest priority in the delivery of the works
- Ensure that the Health Safety and Environmental Policies and Procedures are effectively communicated to the workforce and implemented
- Work collaboratively with the HS2 team and other contractors, subcontractors works packages to achieve the overall project goals
The Ideal Candidate
- Previous experience in the management of Utilities on a major Infrastructure project including management, procurement, construction, commissioning and handover.
- Experience Managing and Leading Construction Teams
- Understanding of Engineering Principles
- NVQ 6 or above
- Expert knowledge of products, construction details and relevant rules, regulations and quality standards
- Strong leadership, communication and conflict management skills
- Relevant CSCS Card Behaviours / Attributes In addition to the above discipline role
- Extensive utilities experience

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels). The combined value of the contracts is around £1.8billion with the works due for completion in 2025. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
