CDM Lead

Job Introduction

The Head of CDM role will be responsible for supporting the SCS Project Team to ensure compliance with the Construction Design and Management Regulations 2015 (CDM). The role will require the supporting of 3 No. Delivery Unit CDM Leads and will sit within the Enabling Functions Technical Senior Leadership Team reporting to the Head of Design Services.

It will require regular liaison with HS2 to provide assurance that SCS are fulfilling their statutory duties and contractual responsibilities with regard to health and safety and the management of design & construction risks across all aspects of the project. A good understanding of permanent and temporary works designs is essential for this role to help deliver an integrated and co-ordinated design and therefore will suit somebody with an engineering background.

Role Responsibility

  • Responsible for ensuring compliance with the Construction Design and Management Regulations 2015.
  • Ensuring SCS discharge our contractual Lead Designer responsibilities.
  • Ensure compliance with HS2 Procedure for H & S in Design and WI1150 (Occupational Health)
  • Support the DU CDM Leads, to enable them to adequately assist the design teams in delivery of the project.
  • Act as the primary liaison between HS2 and SCS for all aspects of CDM and coordinates with the SCS Head of Occupational Health to ensure health and safety are inextricably linked from design through to delivery and handover of the project.
  • Review existing SCS & HS2 procedures, generation of new and beneficial procedures where necessary and, advising on the health and safety impacts of these procedures. New procedures should not add to the bureaucracy of an already extensive suit of policies and procedures.
  • Ensure the appropriate transfer of risk between design and construction teams and of residual risk to end users.
  • Monthly reporting on all aspects of CDM eg H+S files, audits, risk transfer, PCI.
  • Participate in the review of CDM outputs from supply chain
  • Undertake Audit, review and surveillance of SCS and supply chain CDM related activities reporting and providing intervention where required.
  • Attend and report at  HS2 CDM governance meetings, F+R, SHWELT(as required) and Departmental meets.
  • Ensuring SCS staff are competent regarding CDM training for those undertaking designer or principal contractor duties; identifying any deficiencies in skills or training and ensuring that action plans are implemented.
  • Ensure compliance with the Client / Principal Designer Health and Safety file requirements.

The Ideal Candidate

Essential:

  • CMIOSH (or equivalent).
  • A Proven track record in major civils / infrastructure delivery.
  • A thorough understanding of CDM 2015 and all other relevant health and safety legislation.
  • Proven stakeholder management capability.
  • Strong communicator.
  • Self-Starter, able to plan and prioritise workloads.

 

Desirable:

  • Proficient in use of Microsoft Office
  • Innovator

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
